Corvallis Weatherization Incentive Program

The City of Corvallis and Corvallis Environmental Center are offering a program to make weatherization more affordable for residences and businesses within Corvallis City limits.  The Corvallis Weatherization Incentive Program (CWIP) covers 75% of the costs of weatherization projects, up to $500 for:

  • Floor Insulation
  • Attic Insulation
  • Wall Insulation
  • Duct Insulation
  • Duct Sealing
  • Air Sealing

Within the $500 incentive maximum, CWIP also provides $35 for:

  • Air Leakage Testing
  • Duct Testing

HOW DO I PARTICIPATE?

*Funds for the program are limited.  Incentives are available on a first-come, first-serve basis.

For Homeowners

1) If you haven’t already had a free Home Energy Review from Energy Trust of Oregon, sign up by calling 1-866-368-7878 or by visiting www.energytrust.org.  You MUST have a Home Energy Review before you can participate in CWIP.

2) Contact contractors from the CWIP Contractor List for project bids.  Projects MUST be completed using a contractor from this list to qualify for CWIP.

3) Work with your contractor to decide what you would like done to your home.

4) Your contractor will fill out the paperwork and subtract the incentive from the amount you owe them; the contractor is then reimbursed by the Corvallis Environmental Center.

For Businesses

1) If you haven’t already had a free Business Energy Review from Energy Trust of Oregon, contact the Resource Efficiency Program at 541-752-5860, 8am-5pm M-F.  You MUST have a Business Energy Review before you can participate in CWIP.

2) Contact a contractor for project bids.  BUSINESSES ONLY can use any contractor, not limited to those on the Participating Contractor List.

3) Work with your contractor to decide what you would like done to your building.

4) Work directly with CWIP staff to complete the CWIP Application Form. CWIP will be a rebate, reimbursed directly to the business by the Corvallis Environmental Center after project completion.

CWIP QUALIFICATIONS

  • No income limitations to qualify.
  • One incentive per household or business owner, regardless of number of properties.
  • Incentives through CWIP are in addition to incentives available through Energy Trust of Oregon and other utility programs.
  • The project must meet Energy Trust of Oregon cash-back incentive standards.
  • The CWIP incentive is final once the payment is made to the contractor or business owner.
  • For homes, projects must be completed within 6 months following initial application submission.  Businesses will receive CWIP as a rebate after project completion, dependent on fund availability.
  • Buildings that are 50 years or older may have additional requirements through the State Historic Preservation Office (SHPO); wall insulation must not affect the historical quality of the home nor produce the potential for moisture wicking up walls.
  • CWIP does not pay incentives for energy-efficient improvements that are mandated for building code compliance, such as remodeling, renovation or new additions to a building.
